Minnesota is one of the states that built an explicit route for out-of-state physicians instead of leaving the question to interpretation, and the route has a public register behind it. Statute 147.032 covers interstate practice of telehealth. A physician licensed in another state may provide telehealth to a patient in Minnesota if they hold an unrestricted licence in their home state, hold no revoked or restricted licence anywhere, and do not open an office in Minnesota or meet patients in person here. To do it they register with the state, declaring their intention to provide interstate telehealth services along with their licensure history and any negative actions, and they pay an initial application fee and an annual fee. The statute also names its own exceptions, and they are narrow: an emergency, a physician seeing fewer than ten Minnesota patients a year or practising here less than once a month, and consultation where a Minnesota-licensed physician keeps ultimate authority over the diagnosis and care. Ongoing weight treatment is none of those things. Statute 147.033 settles the other half. A physician-patient relationship may be established through telehealth, and a physician providing telehealth is held to the same standards of practice and conduct as for in-person care. Minnesota also applies its health records law, sections 144.291 to 144.298, to interstate telehealth.
